Edward Klobucher, City Manager

The City Manager is appointed by the Mayor and Council to serve as the Chief Administrative Officer.

Hazel Park City Manager, Edward Klobucher is a lifelong resident of Hazel Park.  He was appointed City Manager in February of 2002 in the midst of a grave municipal budget crisis. Working with a dedicated City Council majority and cooperative employee bargaining units, Mr. Klobucher was able to present a balanced budget for the 2003 fiscal year.  Prior to becoming City Manager, he served as Hazel Park's Acting City Manager, Assistant City Manager, Acting City Clerk and Special Projects Coordinator.

Mr. Klobucher’s involvement with the City of Hazel Park began before he graduated from high school, when he worked for the Recreation Department as a part time sports official and program supervisor.  After he left the Recreation Department, Mr. Klobucher continued to be involved with the City of Hazel Park as a volunteer, serving on several municipal boards and commissions. He also served as a Hazel Park Auxiliary Police Officer for ten years, rising to the rank of auxiliary lieutenant and earning several commendations.

In addition to his service with the City Of Hazel Park, Mr. Klobucher has worked as a staff assistant to a Michigan State Representative, served ten years as a seasonal Deputy Sheriff with the Oakland County Sheriff’s Department’s Parks Division, and worked as an instructor at Madonna University.  At Madonna he taught Introduction to Future Studies, a course cross-listed in both the political science and sociology departments.  Mr. Klobucher is also a State of Michigan limited licensed psychologist, and he has administered treatment programs for the criminal justice system.

Mr. Klobucher holds a Bachelor’s Degree in Political Science and History from Excelsior College, a Master’s Degree in Clinical Psychology from Norwich University, a Post-Graduate Certificate in Public Administration from Indiana State University, and has earned the Certified Public Manager designation from Saginaw Valley State University.  In 2006, Mr. Klobucher earned a highly competitive Taubman Fellowship to attend and complete the Senior Executives in State and Local Government Program at Harvard University’s Kennedy School of Government.  He is a graduate of the FBI Citizens Academy, and he served as a gubernatorial appointee to the Michigan Board of Psychology from 2002-2006. Mr. Klobucher was elected president of board of directors for the Michigan Suburbs Alliance in May of 2009.  He is a Professional Member of the World Future Society and he is a member of several community and fraternal organizations.

Shelley O'Brien, Management Assistant

Shelley O'Brien serves as the Management Assistant to the City Manager. Ms. O'Brien began working for the City of Hazel Park as a student intern in January of 2010, as part of her Master's in Public Administration program at Wayne State University. After her internship concluded in April, Shelley continued to volunteer her time with the City of Hazel Park throughout the summer. In August of 2010, she was hired on a part-time basis to assist with the management of the City Manager's office, and to revamp the billing process at the Department of Public Works. In July of 2011, Shelley became a full-time employee and assumed the additional responsibilities of managing the City's energy grants and cable television operations, as well as serving as the City's Deputy Treasurer.

Ms. O'Brien earned an Associate of Arts-Highest Honors from Mott Community College in Flint in 2006, a Bachelor's of Social Work from Wayne State University in 2008, and will complete her Master's in Public Administration at Wayne State University in May of 2012.

Although she only moved to Hazel Park in 2008, Shelley has taken a strong interest the community. In April, 2010, she became one of the founding members, as well as the Secretary, of the Hazel Park Arts Council. In October, 2011, Shelley assembled a Community Task Force to help address issues within the City of Hazel Park, such as recycling, litter, and blight. She has also helped coordinate events with the Police Auxiliary Unit and various civic organizations, in addition to organizing several city-wide clean-ups. During her internship, Shelley served on the Zoning Board of Appeals; she also served on the Hazel Park School District's Budget Advisory Committee in 2011.
