The City Clerk is the Clerk of the City Council, Pension Board
and Clerk/Sec. to the Civil Service Commission.
Responsible for preparing and maintaining official city records,
voter registration, elections, taking of and preparing minutes,
business license insurance, archiving and filing of ordinances,
resolutions, contracts, bid openings, risk management, etc.

Neighborhood Enrichment Recommends beautification improvements
within the City
Board of Canvassers Audits local election tally
Board of Review Hears tax assessment appeals
Brownfield Redevelopment Authority Redevelopment of former
contaminated sites
Charter & Code Recommends charter review changes
Civil Service Enforces personnel and disciplinary matters
for Police & Fire
Downtown Development Authority Encourage development and
redevelopment of downtown business district
Elected Officials Compensation Establishes salaries and
expenses for all elected officials
Election Commission Oversees all elections per election
law and approves appointments for precinct workers
General Building Authority Serves as a financial mechanism
to acquire and build any municipal facility
Historic Commission Prepares and keeps historical
city inventory
Library Board Establishes policy for Library operations
Memorial Weekend Committee Oversees the festival activities
Municipal Facilities & Infrastructure Evaluates and
make recommendations on conditions of City facilities
Parks and Recreation Reviews recreational needs of City,
projects and facilities
Pension Board Administers municipal employees pension retirement
system
Personnel Advisory Board Adopt rules & regulations,
enforces personnel & disciplinary matter, hears appeals
and passes eligibility lists for various positions prepared
by Personnel Director
Planning Commission Prepares comprehensive plan for City;
considers changes to zoning ordinance and recommends all plat
changes and modifications
Recycling Promotes recycling efforts in community
Youth Assistance Strengthens youth and families and reduces
incidence of delinquency, abuse and neglect through volunteer
involvement.
